Dear Sir:

 

Request for proposal documents have been prepared for a flexible spending plan administrator at the request of the Human Resources Department. 

 

The purpose of this contract is to select a vendor to administer the District medical and dependent care flexible spending accounts, transportation accounts, parking reimbursement accounts, and the remaining health reimbursement arrangement (HRA) accounts for employees in accordance with IRS guidelines. These flexible spending accounts are offered as part of the District employee benefits program. The accounts, with the exception of the HRA, are funded through pre-tax payroll deductions providing tax savings for participating employees and for the District. This contract will cover the period from January 1, 2027 through December 31, 2030 with an additional one-year renewal option.

 

The estimated cost for this contract is $425,000.00.  The estimated 2027, 2028, 2029 and 2030 expenditures are $110,000.00, $106,000.00, $106,000.00 and $103,000.00 respectively.

 

No bid deposit is required for this request for proposal.

 

The Diversity Section reviewed the request for proposal to determine if Affirmative Action Ordinance Revised Appendix A and Appendix V goals will apply. The review noted that the services requested require specialized work that applies to the contract in its entirety and are not divisible. As such, there are no practical opportunities for subcontracting and Appendix A and V will not apply.

 

The tentative schedule for this contract is as follows:

Advertise                     February 11, 2026

Proposals Received                     March 13, 2026

Award                     June 4, 2026

Completion                     December 31, 2030

 

In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to advertise Contract 26-RFP-07.

 

Funds will be requested in Account 101-25000-612430 for the 2027, 2028, 2029 and 2030 budget and are contingent on the Board of Commissioners’ approval of the District’s budget for those years.
