Authority to advertise Contract 26-822-31, TARP Mechanical Equipment Improvements at the Calumet Water Reclamation Plant, estimated cost between $24,225,000.00 and $29,325,000.00, Account 401-50000-645700, Requisition 1651734

Dear Sir:

 

Contract documents and specifications have been prepared for Contract 26-822-31, TARP Mechanical Equipment Improvements at the Calumet Water Reclamation Plant, at the request of the Maintenance and Operations Department.

 

The purpose of this contract is to overhaul selected TARP pump rotating assemblies and suction valves and upgrade associated auxiliary equipment at the Calumet Water Reclamation Plant. The project consists of the following:

 

1.                     Overhaul six (6) TARP main sewage pump rotating assemblies and suction valves.

2.                     Overhaul six (6) ABB pump drives.

3.                     Remove six (6) auxiliary chillers and integrate into existing chilled water system.

4.                     Replace five (5) air-to-water transformer heat exchangers.

5.                     Install one (1) seal water break tank system.

 

The estimated cost of this contract is between $24,225,000.00 and $29,325,000.00.

 

The bid deposit for this contract is $600,000.00.

 

The Multi-Project Labor Agreement (MPLA) will be included in this contract.

 

The Affirmative Action Ordinance Revised Appendix D and Appendix V will be included in this contract. The type of work to be performed under the contract is within the “Mechanical” category for establishing Minority-owned Business Enterprises (MBE), Women-owned Business Enterprises (WBE), and Veteran-owned Business Enterprises (VBE) utilization goals. The associated utilization goals for this contract are 3% MBE and/or WBE and 3% VBE.

 

The tentative schedule for this contract is as follows:

Advertise                                          March 11, 2026

Bid Opening                     April 14, 2026

Award                                                               June 18, 2026

Completion                     December 31, 2028

 

In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to advertise Contract 26-822-31.

 

Funds for 2026 are available in Account 401-50000-645700. Funds for the subsequent years, 2027, and 2028, are contingent upon the Board of Commissioners' approval of the District's budget for those years.
