Dear Sir:
On February 3, 2022, the Board of Commissioners authorized the Director of Procurement and Materials Management to award Contract 19-159-3P Chemical Addition Backup System, Stickney Water Reclamation Plant, to IHC Construction Companies, L.L.C., in an amount not to exceed $7,940,000.00, plus a five (5) percent allowance for change orders in an amount of $397,000.00, for a total amount not to exceed $8,337,000.00. The scheduled contract completion date is June 15, 2026.
As of April 17, 2026, the attached list of change orders has been approved.

The engineer has determined that certain revisions are required to the original scope of work to change an incompatible material for the wetted part grounding rings on all thirty-two flow meters installed under this contract. The revisions are necessary because the standard wetted parts are incompatible with the process fluids and will be changed to compatible titanium grounding rings providing a longer useful life for the flow meters and improved accuracy in the measured flow readings output by the meters. The contractor submitted cost proposal (CO-23) for an extra in the amount of $10,376.96 and a credit in the amount of $0.00, for a net extra in the amount of $10,376.96. The engineer reviewed the proposal, found it to be reasonable, and stated via correspondence CO23, that the Engineering Department would recommend its approval.
This change order is due to circumstances not reasonably foreseeable at the time the contract was signed and is in the best interest of the District.
It is hereby recommended that the Board of Commissioners authorize the Director of Procurement and Materials Management to execute a change order to increase Contract 19-159-3P in an amount of $10,376.96 (0.12% of the current contract value), from an amount of $8,938,574.56, to an amount not to exceed $8,948,951.52.
Funds are available in Account 401-50000-645650.
