Dear Sir:
Contract documents and specifications have been prepared for Contract 26-614-11, Elevator Maintenance at Various Locations, at the request of the Maintenance and Operations Department.
The contract is divided into five groups, A through E. Groups A, B, and C are for providing elevator maintenance at water reclamation plants and related facilities, including annual testing, safety inspections, and submission of documentation required to obtain certificates of operation. Groups D and E are for modernizing the TARP East and West elevator controls at the Calumet Water Reclamation Plant and rehabilitating the North Vent Shaft elevator at the Mainstream Pumping Station. Separate contracts could be awarded for each group.
The estimated cost for groups A, B, and C of this contract is not to exceed $2,964,420.00. The estimated 2026, 2027, 2028 and 2029 expenditures are $220,640.00, $978,860.00, $882,460.00 and $882,460.00, respectively.
The estimated cost for groups D and E of this contract is between $1,683,300.00 and $2,037,700.00. The estimated 2026, 2027, and 2028 expenditures are $650,00.00, $1,101,900.00, and $20,000.00, respectively.
The total estimated cost for this contract is $4,736,320.00.
The bid deposit for groups D and E is $88,500.00.
The Multi-Project Labor Agreement (MPLA) will be included in this contract.
The Affirmative Action Ordinance Revised Appendix D and Appendix V will be included in this contract for all groups. The type of work to be performed under the contract is within the “Mechanical” category for establishing Minority-owned Business Enterprise (MBE), Women-owned Business Enterprise (WBE) and Veteran-owned Business Enterprise (VBE) utilization goals. The individual utilization goals for each group of this contract are 20% MBE and/or WBE and 3% VBE.

Funds for 2026 are available in Accounts 101-67000/68000/69000-612600/612680 and 201-50000-645780. Funds for 2027, 2028, and 2029 are contingent on the Board of Commissioners’ approval of the District’s budget for those years.
In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to advertise Contract 26-614-11.
