Authority to Award Contract 26-023-11, Furnish and Deliver Lab Chemicals to Various Locations, to Colonial Scientific, Inc., in an Amount not to Exceed $99,498.70, Account 101-20000-623570

Dear Sir:

 

On April 16, 2026, the Board of Commissioners authorized the Director of Procurement and Materials Management to advertise for bids, Contract 26-023-11, Furnish and Deliver Lab Chemicals to Various Locations, beginning approximately June 1, 2026 and ending May 31, 2027.

 

In response to a public advertisement of April 22, 2026, a bid opening was held on May 5, 2026.  The bid tabulation for this contract is:

 

Krackeler Scientific Inc.                     $85,337.09

Colonial Scientific, Inc.                     $99,498.70

Pacific Star Corporation                     $101,554.32

Taylor Distribution Group LLC                     $102,088.48

 

The initial low bidder, Krackeler Scientific Inc., failed to submit bids for all items, as specified in the terms of the contract.  Therefore, the bid is considered non-responsive and rejected for failing to comply with the terms of the contract and in the public’s best interest.  The Director of Procurement and Materials Management has informed Krackeler Scientific Inc. of this action.

 

Colonial Scientific Inc., the lowest responsible bidder, is proposing to perform the contract in accordance with the specifications. The estimated cost for this contract was $82,000.00, placing the total bid of $99,498.70 approximately 21.34 percent above the estimate.

 

The Multi-Project Labor Agreement (MPLA) is not applicable to this contract because it does not fall under the provisions of the MPLA.

 

The Affirmative Action Ordinance, Revised Appendix D and Appendix V, will not be included because the estimate of the contract is less than the minimum threshold established by Section 4 of the Affirmative Action Ordinance.

 

In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to award Contract 26-023-11 to Colonial Scientific, Inc. in an amount not to exceed $99,498.70.

 

Purchase orders will be issued for the material as required.  Payment will be based on the unit cost as indicated in the contract documents.  No bid deposit is required for this contract.  Funds are available in Account 101-20000-623570.
