Dear Sir:

 

On August 22, 2024, the Marriott Residence Inn hotel (“Marriott”) located above the Main Office Building Annex (”Annex”) experienced a catastrophic failure of its water heating system. This caused flooding of the Annex in the overnight hours. Marriott engaged BluSky Restoration Services (“BluSky”) to begin remediation. Significant damage occurred on floors 3 - 7 of Annex, including all four of the Annex elevators.

 

As a result, at its October 3, 2024, meeting, the Board of Commissioners (“Board”) declared an emergency affecting public health and safety at the Annex, with a termination date of February 25, 2025.  On June 5, 2025, the Board authorized an extension of the emergency declaration to December 31, 2025.  At its January 8, 2026, meeting the Board ratified the Executive Director’s action of extending the emergency declaration to March 31, 2026.

 

Under the emergency declaration, the District issued purchase orders to multiple vendors with a total expenditure of $15,652,587.16. The emergency work restored the Annex to its full operating condition and was completed on May 5, 2026.

 

The District is actively seeking reimbursement for the total cost of the project from the responsible parties.
