Dear Sir:
Authorization is requested to issue a purchase order to Insight Public Sector, Inc. for renewal and new Steelray Delay Analyzer and Steelray Analyzer for P6 software subscriptions under OMNIA Partners Cooperative Purchasing Contract #23-6692-03. The term of coverage for the renewal subscriptions is August 26, 2026, through June 30, 2027, and the term of coverage for the new subscription licenses is July 1, 2026, through June 30, 2027.
Steelray Delay Analyzer and Steelray Analyzer for P6 are software tools used by Engineering to perform quick, detailed, and unbiased delay analyses for contractors submitted schedules, in accordance with the AACE RP29-03 MIP 3.4.
OMNIA Partners Government Purchasing Alliance has a competitively bid contract for the above captioned subject with Insight Public Sector, Inc. The District is registered with and uses the OMNIA Partners Program. The agreement between OMNIA Partners and Insight Public Sector, Inc. expires April 30, 2028. The Metropolitan Water Reclamation District of Greater Chicago has the ability to participate under State Statute (5 ILCS 220), the Intergovernmental Cooperation Act.
Insight Public Sector, Inc. has submitted prices for the Steelray Delay Analyzer and Steelray Analyzer for P6 software one-year subscriptions per the established contract discount percentages. Inasmuch as Insight Public Sector, Inc. is the only source of supply for Steelray Delay Analyzer and Steelray Analyzer for P6 software under this agreement, said purchase order may be issued without competitive bidding pursuant to Section 11.4 of the Purchasing Act.
Insight Public Sector, Inc. is registered and in good standing with the State of Illinois.
The Multi-Project Labor Agreement (MPLA) is not applicable to this contract because the classification of work does not fall within the provisions of the MPLA.
In view of the foregoing, it is requested that the Director of Procurement and Materials Management be authorized to issue said purchase order to Insight Public Sector, Inc. in an amount not to exceed $80,370.00.
Funds are available in Accounts 101-27000-612820 and 623800.
