COMMITTEE ON PROCUREMENT

Mr. John P. Murray, Executive Director

Title

Authority to advertise Contract 26-654-11, Furnish and Deliver Parts and Repair Services for Sluice Gate Valve Actuators, estimated cost $1,227,700.00, Accounts 101-66000/67000/68000/69000-612600/623070/623270, Requisitions 1628821, 1632615, 1632616, and 1632617

Body

Dear Sir:

Contract documents and specifications have been prepared for Contract 26-654-11, Furnish and Deliver Parts and Repair Services for Sluice Gate Valve Actuators, at the request of the Maintenance and Operations Department.

The purpose of this contract is to procure rebuilt and replacement Limitorque valve actuators and parts, repair services, and technical field services. Limitorque valve actuators are used for flow control throughout the District's process and collection facilities. There will be two groups: Group A for refurbishing Limitorque valve actuators including replacement parts, and Group B for procuring new Limitorque valve actuators. Separate contracts could be awarded for each group.

The estimated cost for this contract is not to exceed $1,227,700.00. The estimated 2026, 2027, and 2028 expenditures are $290,000.00, $395,000.00, and $542,700.00, respectively.

The Multi-Project Labor Agreement (MPLA) will not be included in this contract because the work will be performed at the contractor's facility. Any onsite trades work that is required will be done by the District’s trades.

The Affirmative Action Ordinance, Revised Appendix D and Appendix V will not be included in this contract because there are no subcontracting opportunities.

The tentative schedule for this contract is as follows:

Advertise                     July 29, 2026

Bid Opening                     August 18, 2026

Award                     September 17, 2026

Completion                     December 31, 2028

Funds for 2026 are available in Accounts 101-66000/67000/68000/69000-612600/623070/623270. Funds for the subsequent years, 2027 and 2028, are contingent on the Board of Commissioners’ approval of the District’s budget for those years.

In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to advertise Contract 26-654-11.

Requested, Edward J. Staudacher, Director of Maintenance and Operations, JBS:BML:MM:JR:RD

Recommended, Darlene A. LoCascio, Director of Procurement and Materials Management
