Report of Collective Bargaining Activities in 2026

Dear Sir:
The District has received notice that employees in the Engineering Technician III, Engineering Technician IV and Engineering Technician V classifications have petitioned to be represented by the International Union of Operating Engineers, Local No. 399 (Local No. 399), AFL-CIO. Local No. 399 was formally recognized and certified as the exclusive bargaining representative for these classifications by the Illinois Labor Relations Board on June 25, 2026. It is anticipated that bargaining to establish an initial collective bargaining agreement will commence during the month of July.
The number of positions in the Engineering Technician series is as follows:
Engineering Technician III 11
Engineering Technician IV 30
Engineering Technician V 42
Total 83
The Acting Director of Human Resources and the Labor Negotiator will report as necessary during bargaining. Once a tentative agreement has been reached with Local No. 399 and ratified in accordance with the bargaining unit’s requirements, the agreement will be submitted to the Board of Commissioners for final approval.
