Requesting the advice and consent of the Board of Commissioners to the appointment of James E. Fisher as the Director of Human Resources for the Metropolitan Water Reclamation District of Greater Chicago

Dear Commissioners:
Section 2605/4 of Chapter 70, Illinois Compiled Statutes, states that the Executive Director, with the advice and consent of the Board of Commissioners, shall appoint the Director of Human Resources. I hereby request that the Board of Commissioners give me its advice and consent to the permanent appointment of James E. Fisher as Director of Human Resources.
Mr. Fisher began his career at the District on September 8, 2004, as an Associate Personnel Analyst in the Human Resources Department and progressed through the ranks to Assistant Director of Human Resources in 2023, as described in the attached resume.
It is a pleasure to make this appointment of a dedicated and proven member of the organization. Upon the consent of the Board of Commissioners, the effective date of the appointment is August 13, 2026.
