Dear Sir:

 

Authorization is requested to issue a purchase order and enter into an agreement with PTS, Professional Technical Services, Inc. d/b/a EST Analytical (PTS-EST) to furnish, deliver, and install a Skalar SP2000-3 Robotic Analyzer for Chemical Oxygen Demand (COD) analysis, peripheral equipment including Hach spectrophotometer, USB Hub, and warranty. This purchase order will expire on approximately December 31, 2027.

 

The PTS-EST robotic analyzer is required to replace the existing ten-year-old unit, which has reached the end of its service life and is no longer supported by the manufacturer. Continued operation of the current analyzer presents increasing reliability risks and limits the laboratory’s ability to maintain consistent performance. Replacing the unit is necessary to ensure uninterrupted COD analytical capability.

 

The Analytical Laboratories Division relies heavily on robotic automation because it supports the high volume of samples processed each year. The analyzer significantly improves laboratory throughput, turnaround time, and operational continuity. In addition to enhancing productivity, the robotic system reduces operator hands-on time, minimizes human error, and lowers personnel exposure to hazardous materials. Maintaining a fully functional COD analytical system is essential for meeting regulatory, operational, and research obligations.

 

PTS-EST is the sole source provider for the Skalar SP2000-3 Robotic Analyzer and is the only vendor qualified to supply, install, maintain, and support this specialized instrumentation. Their exclusive ability to provide the necessary equipment, service, and warranty coverage ensures continuity of operations and eliminates the risks associated with unsupported or third-party maintenance.

 

PTS-EST is registered and in good standing with the State of Illinois.

 

The Multi-Project Labor Agreement (MPLA) is not applicable, due to the specialized nature of the equipment and services required.

 

In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to issue a purchase order and enter into an agreement with PTS-EST in an amount not to exceed $93,384.04.

 

Funds are available in Accounts 101-16000-612970, 623570, and 634970.
